From which Forza you try to import the wheel?
For properly import wheels (with tires, brakes, etc.) from Horizon 3, Horizon 4 and Motorsport 7 you need to use these packs:

Horizon 3: https://gamemodels.ru/files/file/6989-textures-and-materials-pack-forza-horizon-3/

Horizon 4: https://gamemodels.ru/files/file/8377-textures-and-materials-pack-forza-horizon-4/

Motorsport 7: https://gamemodels.ru/files/file/7238-textures-and-materials-pack-forza-7/

These packs should contain a tire model.

Also, check the path to the model. You can't import the model from any path. You should use a game-like path, for example:
C:\Forza\FH4\media\cars\NIS_240SX_94\

But paths like this - C:\Users\User\Downloads\NIS_240SX_94\ aren't allowed.

I had the same problem

DARKSIDEOPG tip was already good, however, the tire data is also missing in its linked file from Horizont 4.

I got them from the original games folder under

C:\ Forza \ FH4 \ media \ cars \ _library \ scene \ tires

found the folder structure you just have to take over and unpack the zip data in folders with the same name as the zip, and then the tires of the cars are taken over in 3Dsimed3.

See image

However, you still have to scale the tire and rim data.

@Vin83 About scaling, this is a 3DSimED bug (or feature?). You should scale them manually. Search for the forum thread with scaling instructions, I know we have it.

It can also be that 3DSimED all data are combined, i.e. normal car and tuned car.

Maybe there are several tire models on top of each other that I haven't looked at yet.
