Here are the wheels you asked for. I use Blender and doing the separation is pretty easy actually.
1 Import the Wheels Obj from CSR2 into Blender.
2 Use the "L" hotkey to "Island Select" the various pieces of each wheel.
3 Once all the pieces of one of the wheels are highlighted use the "P" hotkey to separate the pieces.
4 Press "Tab" to go back to Object mode and press "A" to deselect everything.
5 Select the Newly separated wheel and using the "M" hotkey move to a different layer.
6 Open the Wheel Diffuse texture in the texture window for both slots.
7 Apply the texture in the materials window.
8 Apply the texture in the UV editor.
Thats the whole procedure in Blender. Im not sure about in 3ds Max. Below are the wheels prepared for you in Obj form though.

Data from common.obj are incorrect or I can't find information.
I'm looking too for correct side markers color, if someone has an idea...
